“Whether classic metal handcuffs or plastic ones (though I doubt the latter in this case), they inherently lack sharp edges. All surfaces are smoothed to prevent injuries. Wrona stressed that the tragic incident underscores how determined individuals can go to great lengths to harm themselves. “This case requires a very detailed investigation to determine what contributed to and allowed this to happen. Police transport is a routine operation performed thousands of times annually. The protocols in this regard are generally clear, transparent, and effective. If these protocols are followed, the likelihood of attacks on officers, escapes, or self-harm is minimal,” he assured.
“Something must have failed, or several things went wrong, or an extraordinary, improbable event occurred. If someone has already tested such a method, it could pose a real threat,” he explained.
According to Wrona, it is essential to understand both the procedures followed and the individual involved. “Who was this person? What charges were they facing? Were they under pressure or experiencing psychological distress? There are many unanswered questions,” he observed.
“This could involve routine complacency, negligence, or an extraordinary coincidence. The convoy leader is responsible for ensuring the detainee is checked for objects that could endanger themselves, the officers, or third parties, as well as their overall health condition. These checks are the basis for initiating any transport,” Commissioner Wrona emphasized, highlighting the need to prevent similar situations in the future.
