Germany Knew About the 28-Point Plan. And Poland? Siemoniak Couldn’t Give an Answer

The world is now focused on the 28-point plan proposed by the United States to help bring peace to Ukraine. But did Poland know what it would contain? Tomasz Siemoniak, the coordinator of the special services, was unable to answer that question.

On Sunday in Geneva, Switzerland, representatives of the informal E3 group, consisting of France, Germany and the United Kingdom, as well as the EU, the USA and Ukraine, met for talks. The discussions also concerned the 28-point peace plan for Ukraine proposed by the United States. However, not a single representative of the Polish government participated in the consultations.

The talks were summed up as “extremely fruitful”, and they are expected to result in an updated peace agreement intended to end the war with Russia. Today, the consultations are to continue. And again – without the participation of a Polish representative.

This is a failure of Tusk’s European policy, best illustrated by what happened during the train trip from Przemyśl to Kyiv with a group of European leaders. Yes, Tusk was eventually invited to join the journey. It would have been difficult to do otherwise, since the train was departing from our country, but he travelled in a second-class carriage. In first class sat Merz, Starmer and Macron, while Tusk was in second class. It was humiliating, but also a way of showing Tusk his place, said Adam Bielan, a PiS MP, in an interview with Michał Rachoń.

Germany Knew. What About Poland?

What’s more, on the sidelines of the G20 summit in Johannesburg on Saturday, the leaders of the EU, Canada, Italy, France, the United Kingdom, Germany and Japan met to discuss Ukraine. In a joint statement, the leaders stressed that the draft USA plan for Ukraine is a foundation that requires further work.

Now – in Luanda, the capital celebrating the 50th anniversary of Angola’s independence, the 7th European Union–African Union (UA) Summit is beginning. And it is only this event that the head of the Polish government, Donald Tusk, is attending.

But one question remains: why is Poland not participating in the key discussions regarding peace in Ukraine?

Tomasz Siemoniak, the coordinator of the special services, revealed a bit more on this matter.

During an interview on Radio “Trójka”, he admitted today: “I read yesterday in the German media that Germany already had this outline a few weeks ago”.

When asked whether Poland also knew the draft of the 28-point plan, he began… to evade the question.

“We also knew that – practically the whole time these various attempts were ongoing. From Alaska, then there was supposed to be a meeting in Budapest”, he replied.

And further – when asked whether we knew about the plan, whether Germany shared the information, Siemoniak still could not give a clear answer.

“I’m talking about what the German media are reporting, whereas Prime Minister Donald Tusk is in constant contact with European leaders, and we also talk among ourselves. We have extensive knowledge of various things, but this process is somewhat dynamic, chaotic, with significant involvement of the media and leaks. It is certainly not the case that Europe is excluded from this. Since the draft contains provisions – and there are several concerning Europe – Europe must agree, whether in NATO, the EU, or individual countries such as Poland. And here, for instance, the point about aircraft is formulated”, he said, still not answering the question.
