It has now been 37 days since the scandal at Warsaw’s Southern Hospital came to light, yet Dawid Kacprzyk has still not been questioned by prosecutors. During Wednesday’s press conference, politicians from Law and Justice (PiS) highlighted this fact by unveiling what they called a “shame counter.” Przemysław Czarnek, the party’s candidate for prime minister, accused the government of attempting to sweep the case under the rug and vowed to hold everyone responsible for the scandal accountable.
Prosecutors Delay Questioning Kacprzyk. PiS Responds
Dawid Kacprzyk, a doctor in his late twenties who until recently worked at Warsaw’s Southern Hospital, reportedly earned PLN 1.6 million last year. The hospital is overseen by the Warsaw city government, headed by Mayor Rafał Trzaskowski.
Kacprzyk served as the coordinator of the hospital’s Emergency Department. At the same time, he was a city councillor and an activist within Warsaw’s structures of the Civic Coalition (KO). Documents concerning his employment allegedly showed that he worked nearly 4,000 hours in a single year. Spread across every day of the year, this would amount to an average of around 11 hours of work per day.
Since February 2026, the doctor was also reportedly employed simultaneously at Southern Hospital and the Masovian Bródno Hospital. According to information reported by TV Republika, in the very first month of working at both facilities he logged a combined total of 496 hours – 340 hours at Southern Hospital and another 156 hours at Bródno Hospital. That would translate into an average of nearly 18 working hours every day.
“Shame Counter.” 37 Days Have Passed
After the scandal became public, Kacprzyk corrected part of the documentation and returned money to the accounts of Warsaw’s medical facilities. However, one question remains: why has he still not been questioned?
A press conference was held in Warsaw this morning, attended, among others, by PiS prime ministerial candidate Professor Przemysław Czarnek. Lawmakers announced the launch of the so-called “shame counter,” marking 37 days since prosecutors should have questioned Dawid Kacprzyk.
Czarnek said:
“We are launching Tusk’s, Żurek’s, Ms. Sobierańska-Grenda’s, and this entire government’s shame counter. The shame is that for 37 days, thanks to Dr. Emil Jędrzejewski, the former head of department at Southern Hospital, all of Poland has known about an unprecedented scandal. At a time when this government has brought the National Health Fund to ruin, when it is starving hospitals of funding, when it is implementing a policy of healthcare privatization, and when hospitals are being forced to sign agreements waiving payment for services already provided to patients – often life-saving services – a Civic Coalition apparatchik, Dawid Kacprzyk, who had no medical specialization, managed the emergency department and extracted PLN 1.6 million from Southern Hospital alone.”
He continued:
“During these same 37 days, while we have been exposing this scandal, instead of restoring order in Warsaw’s hospitals and putting an end to the shocking abuses – including the desecration of human remains and completely inhumane practices – there has been an attempt to sweep the scandal under the rug while attacking those who exposed it.”
Czarnek also pointed out:
“Reports have been filed with prosecutors against the person who exposed the scandal, Dr. Emil Jędrzejewski. There is an attempt to harass and prosecute him for something for which he should never be prosecuted. Meanwhile, the man responsible, Mr. Kacprzyk, has not even been summoned by prosecutors, let alone questioned.”
He stressed:
“This is not a case where we are still trying to determine whether a crime has been committed. Criminal acts have already been exposed. Mr. Kacprzyk himself is returning the money, but the fact that he received it in violation of the law is beyond dispute. Otherwise, he would not be returning hundreds of thousands of zlotys received from other hospitals during the same period.”
“We Will Demand Accountability Every Day”
Czarnek argued that the government was also attempting to cover up the scandal through what he described as a pseudo-reform of the healthcare system.
“They hurriedly drafted new healthcare regulations within 30 days and are now saying that the system is to blame and that doctors are to blame. That is particularly outrageous. Poland has many outstanding doctors who, despite severe staff shortages, work dozens of hours without interruption, saving patients’ lives and health. Today, those doctors are being obstructed, defamed, and blamed by the government for everything that is happening in the healthcare system. That is unworthy of any state or government. That is why we will demand accountability for the Southern Hospital scandal every single day – accountability not only for Kacprzyk, who should already have been questioned by prosecutors, but also for those who recommended him, appointed him, and placed him there. That includes the leaders of the Civic Platform, the Civic Coalition in Warsaw, Mr. Trzaskowski, Mr. Kierwiński, Ms. Kidawa-Błońska, everyone else involved, and especially Mr. Tusk.”
The PiS politician also emphasized:
“All of these people are responsible for the collapse of the healthcare system. They are responsible for the accelerating privatization of healthcare, while the reforms they propose fail to put patients first. Patients should not be forced into private healthcare but should receive treatment within the public system, which is exactly why all Poles pay health insurance contributions.”
According to him:
“The patient’s perspective does not exist at all in this reform.”
He concluded:
“Thirty-seven days have passed since the Southern Hospital scandal was exposed – 37 days of shame for Tusk, Żurek, Sobierańska-Grenda, and the entire government, which is trying to sweep this enormous scandal in Warsaw’s hospitals under the rug. We demand the establishment of a Public Trust Commission and a thorough investigation into this case.”
Czarnek also praised Dr. Emil Jędrzejewski’s actions:
“What Dr. Emil Jędrzejewski did was not only expose the scandal. Thanks to his courage, these tragic events stopped occurring over the past 37 days. No more patients were found dead in hospital toilets after lying there for four hours. No more discussions took place with pathologists about how to conduct autopsies in order to cover everything up – to sweep, as the recordings put it, ‘this mess’ under the rug. Nor were bodies desecrated with urine simply because they were to be handled by a funeral company not favored by Warsaw’s Civic Coalition. That is Dr. Emil Jędrzejewski’s achievement. And we, for our part, will continue every day to demand that everyone responsible – including those politically responsible – be held accountable.”
