Josep Borrell, the head of EU diplomacy, said on Friday before a meeting with US Secretary of State Antony Blinken that the Russians were bombing and shelling everything, which was a barbaric way to wage war. He also added that the war in Ukraine was Putin’s war and he had to stop it.
