A shocking pedophilia-zoophilia scandal involving Kamila L., a Civic Platform activist from Kłodzko, could have sunk Donald Tusk’s party just before the 2023 parliamentary elections. However, that did not happen. As revealed by Radio Wnet, the prosecutor leading the investigation, Wiesław Dworczak, concealed the drastic details of the ongoing proceedings from his superiors for many months. In the background of this massive scandal, there are serious concerns about political retaliation from a local network, the shocking decision to leave defenseless children under the same roof as a suspect, and even… surprising congratulations sent by the circle of Adam Bodnar.
It is June 19, 2023. The election campaign is gaining momentum, and Donald Tusk personally visits Kłodzko. Addressing a crowd of supporters, the leader of Civic Platform (PO) declares with pathos: “today thousands, millions of Polish women and men have believed that it can be beautiful again, it can be normal again”, said Tusk. Few gathered there realize that at the very same time, a macabre drama is unfolding within Civic Platform’s own political ranks – one that, if exposed, could have shaken the entire Polish political scene.
In that very same month, a local Civic Platform (PO) activist, politically connected with prominent figures of the party – including the current Deputy Speaker of the Sejm Monika Wielichowska – was charged under Article 35(1a) of the Animal Protection Act. However, this was not about a standard violation or neglect of a pet, but about extremely repulsive acts of zoophilia. Worse still, her husband, Przemysław L., also became a suspect in the investigation and faced horrific pedophilia charges.
The public learned about these horrifying crimes on a large scale only in 2026, when the District Court in Świdnica sentenced Kamila L. to 6.5 years in prison and her husband to 25 years – both rulings not yet final. Over time, more incredibly compromising facts have emerged. Despite the ongoing investigation and her partner being in custody, the woman suspected of such vile acts remained active in local political structures as late as spring 2024, serving as an election agent for a Civic Coalition (KO) candidate for mayor of Kłodzko. Outraged parents of the victims continue to demand her immediate arrest through the media. Why, then, was such a massive scandal carefully swept under the rug during such a crucial election year for Poland?
Prosecutor takes matters into his own hands
The main architect behind concealing the scandal turned out to be Wiesław Dworczak, then District Prosecutor in Świdnica. As revealed by Radio Wnet – for unclear reasons, he decided to take over the shocking case from the district level and handle it personally. In prosecutorial practice, this is extremely rare, as heads of district prosecutor’s offices typically avoid taking on such complex cases directly.
What is most outrageous, however, is that Dworczak did not inform his superiors at all about the massive scandal involving a Civic Platform (PO) politician. The case was unknown to the Regional Prosecutor’s Office in Wrocław, the Preparatory Proceedings Department of the National Prosecutor’s Office, the then Prosecutor General Zbigniew Ziobro, and the National Prosecutor Dariusz Barski. This constituted a blatant and scandalous violation of internal regulations, including paragraph 70 of the rules governing prosecutorial offices, which clearly states:
“A prosecutor shall immediately inform a superior prosecutor about the initiation of an investigation and about actions and events significant to the course of proceedings in cases of major importance due to their type, nature, consequences, or public impact. On their own initiative, a prosecutor should also inform a superior prosecutor about complex cases requiring consultation”, stated the regulation.
The inexplicable passivity of Dworczak – for years labeled by left-liberal media as “Ziobro’s man” – raises serious questions about his true intentions. Sources suggest that the primary reason for hiding such an explosive scandal was fear of the growing political strength of Civic Platform (PO). At the time, the prosecutor’s wife worked as a deputy director at a local school subordinate to the municipal authorities in Kłodzko. The prospect of an imminent change of power in Poland may have intensified fears of personal and professional retaliation. Regardless of the motivation, Dworczak’s decision effectively shielded Donald Tusk’s party from a massive image crisis and harsh electoral consequences.
Threat to minors and surprising honors
Prosecutorial calculations and political inaction also had a dramatic human dimension – as reported by Radio Wnet. Despite the grave and repulsive allegations, for nearly ten months the prosecutor remained completely passive, refraining from notifying the competent family court. As a result, defenseless children continued to live under the same roof as a woman accused of zoophilic acts and of failing to react to her husband’s pedophilic crimes.
Only after an alarmingly long time was appropriate intervention undertaken. The police headquarters in Kłodzko issued an official statement:
“Regarding the suspect’s children, at the prosecutor’s request, in April 2024 the District Police Headquarters in Kłodzko submitted a motion to the 3rd Family and Juvenile Division of the District Court in Kłodzko to examine the family situation. After obtaining a probation officer’s report, on May 10, 2024, the District Court in Kłodzko issued a decision imposing immediate supervision by a probation officer over the exercise of parental authority. Further actions in this regard are being taken by the designated family court”, stated the police.
Attempting to explain these evident failures, the spokesperson for the District Court in Świdnica, Judge Agnieszka Połyniak, responded in a bureaucratic manner to the tragedy affecting the youngest:
“None of the charges against the आरोपी concerned minors under her care, and in the case of the accused Przemysław L., she also holds the status of an injured party. The prosecutor joined the divorce proceedings, and following the conviction of the accused, the issue of her parental authority – as well as that of Przemysław L. – will be assessed by the divorce court”, said Połyniak.
The finale of this entire story and the conduct of prosecutor Dworczak fit almost perfectly into the reality of the so-called “smiling Poland.” Instead of disciplinary action and dismissal for concealing a major scandal affecting prominent Civic Platform (PO) figures, in March 2024 the prosecutor received an official letter of congratulations for his involvement in the case, personally sent by the circle of Adam Bodnar. Ultimately, he did lose his leadership position, ending up at the regional prosecutor’s office as a rank-and-file investigator. The editorial team of Radio Wnet asked him whether, during the crucial 2023 campaign period, he had any social contacts with local Civic Platform (PO) politicians. These questions remain unanswered to this day.
