The Olsztyn prosecutor’s office has launched an investigation following a complaint filed by the local police in connection with reports published by TV Republika journalist Marcin Dobski.
“The Olsztyn prosecutor’s office has launched an investigation following a complaint filed by the local police. Someone does not like the fact that I am exposing misconduct within the police. I’m off to buy a new toothbrush,” he wrote on X.
He also attached a screenshot of a message he had received from a source, who was the person who informed him that the investigation had been opened. The complaint was reportedly filed by the head of the internal control department on the instructions of Mirosław Elszkowski, the Provincial Police Commander in Olsztyn. The journalist was also warned to remain vigilant, as his home could be searched.
Dobski’s shocking findings concerning the Olsztyn police
To recap, in January this year, Dobski published shocking information on the TV Republika website concerning Deputy Inspector Krzysztof W., head of the Human Resources and Training Department at the Olsztyn Municipal Police Headquarters. According to the journalist’s findings, W. had allegedly made sexually suggestive propositions to female civilian employees under his supervision.
According to Dobski, the propositions were allegedly made verbally, by text message, and through the police force’s official email system. Information concerning the department head’s conduct was reportedly corroborated by three independent sources within the police.
On November 6, 2025, two civilian employees informed the deputy municipal police commander about their immediate superior’s inappropriate conduct. The following day, the officer was removed from his position and placed at the commander’s disposal. An internal inquiry was also launched into a possible breach of service discipline. The officer subsequently submitted a medical certificate placing him on sick leave.
According to Dobski’s findings, Krzysztof W. was later transferred to one of the police stations subordinate to the Olsztyn Municipal Police Headquarters.
Investigation into violations of employee rights
The employees who had allegedly received the inappropriate propositions filed a criminal complaint. The District Prosecutor’s Office in Nidzica subsequently opened an investigation into the malicious or persistent violation of employee rights.
The proceedings concerned incidents alleged to have occurred between October 1 and November 6, 2025. Investigators examined whether the rights of three employees to respect for their dignity and other personal rights had been violated.
Sources who had previously been associated with the police told the website that the response of the women’s superiors to their reports had been too lenient. They also argued that merely transferring the officer to another unit could have created the impression that an attempt was being made to suppress the case.
The police, however, presented a different account. They stressed that, after receiving the report, the commander removed the officer in question from his position the following day and that the appropriate procedures were initiated.
