Budget for 2026. President Nawrocki’s Decision

President Karol Nawrocki has signed the 2026 budget act and referred it to the Constitutional Tribunal. He announced his decision on social media.

“We are living through a difficult moment. In times like these, we must act responsibly, because the state has to function regardless of whether times are better or worse,” he said in a video published on X.

As the President stated, “this budget is evidence of a deep crisis of credibility, effectiveness, and agency on the part of the current government.” “It is a budget that shows a helpless capitulation in the face of the challenges Poland is confronting. It is a budget of unfulfilled election-campaign promises and the disappointed expectations of Poles,” he assessed.

Under the Constitution, the Constitutional Tribunal must issue a ruling in the matter no later than within two months from the date the motion is filed.

The 2026 Budget

The budget act for this year assumes that state expenditures will amount to PLN 918.9 billion, and that the budget deficit will be no higher than PLN 271.7 billion. State budget revenues are planned at PLN 647.2 billion. VAT receipts are expected to reach PLN 341.5 billion; the budget is to obtain PLN 103.3 billion from excise duty, PLN 80.4 billion from corporate income tax (CIT), and PLN 32 billion from personal income tax (PIT).

According to the act, the ratio of public debt to GDP will stand at 53.8%, remaining below the 55% prudential threshold set out in the Public Finance Act.
