Dr. Emil Jędrzejewski, the former head of the Department of General and Proctological Surgery at Warsaw’s South Hospital, who previously spoke out about irregularities at the facility, has now become the subject of a criminal complaint himself. The president of Poland’s National Health Fund (NFZ) has filed a notification alleging that he falsely certified medical records when settling claims for procedures. However, successive prosecutor’s offices have declined to handle the case.
Dr. Jędrzejewski under scrutiny
The criminal complaint submitted by the president of the National Health Fund on July 8 is linked to the findings of an audit carried out in 2025 at the Department of General and Proctological Surgery at Warsaw’s South Hospital, Gazeta Wyborcza reported. The newspaper noted that the inspection reviewed the legitimacy of medical services provided between January 1 and December 31, 2024. The NFZ launched the audit after analyzing reports submitted by the hospital.
According to Gazeta Wyborcza, the audit found that the department had incorrectly billed the National Health Fund for contracted medical procedures. In particular, the issue concerned so-called “major and endoscopic procedures for inflammatory bowel disease,” for which the department receives substantially higher reimbursement than for “intermediate and endoscopic procedures involving the lower gastrointestinal tract.”
In 2024, the Department of General and Proctological Surgery was headed by Dr. Emil Jędrzejewski, the source who provided information to Kanał Zero regarding irregularities at South Hospital.
On Monday, Gazeta Wyborcza reported that it had “obtained unofficial information indicating that the complaint filed by the NFZ president concerns Emil Jędrzejewski himself. In 2024, he allegedly certified false information in settlements with the NFZ in order to obtain financial gain. (…) According to our sources, the scheme worked as follows: a procedure that, under NFZ standards, should have been billed as an ‘intermediate’ procedure, carrying a lower reimbursement, was instead classified as a ‘major’ procedure, which carries a higher reimbursement. As a result, the department received more funding from the NFZ than it was entitled to for the procedures actually performed. Unofficially, we have established that more than 130 proctological procedures were billed this way in 2024. The audit found that the NFZ overpaid Jędrzejewski’s department by PLN 1.1 million.”
The complaint was initially submitted to the Warsaw Regional Prosecutor’s Office. On Monday, its spokesman, prosecutor Piotr A. Skiba, said that the case had been transferred to the Regional Prosecutor’s Office in Warsaw.
“Since the notification concerns Dr. Emil Jędrzejewski, we concluded that, in order to ensure impartiality, it should be handled by a different prosecutor’s office,”
he explained.
Prosecutors decline to pursue the case
At the end of June, Dr. Jędrzejewski was questioned twice as a witness by the Warsaw Regional Prosecutor’s Office. The questioning was connected to allegations he had made in an interview with Kanał Zero. Among other things, he claimed that medical procedures at South Hospital’s emergency department had been performed improperly. According to him, medical errors led to complications that, in some cases, allegedly resulted in patients’ deaths.
The Regional Prosecutor’s Office in Warsaw, however, will not handle the complaint either.
“On Friday, the case was transferred to the Warsaw-Praga Regional Prosecutor’s Office,”
said Mateusz Martyniuk, spokesman for the Regional Prosecutor’s Office in Warsaw.
The Warsaw Regional Prosecutor’s Office is currently conducting two investigations concerning South Hospital. The first concerns alleged fraud involving more than PLN 500,000. The second concerns abuse of office by a public official. Both investigations were launched following a report published by Zero.pl regarding Dr. Dawid Kacprzyk, who, while serving as coordinator of the hospital’s emergency department and as a Civic Coalition (KO) councillor for Warsaw’s Ursus district, allegedly earned PLN 1.6 million in 2025 during his anesthesiology residency.
According to the report, politicians from the Civic Coalition were allegedly admitted to the department without waiting in line, and comprehensive medical examinations were reportedly carried out almost immediately after they registered. To date, Dawid Kacprzyk has not been questioned by investigators.
