Donald Tusk as the Driving Force Behind the Crisis: Construction, the Economy’s Backbone, Sinks Deeper Into Debt

The National Debt Register (KRD) warns that although the Polish construction sector entered the second quarter of 2026 with increased activity on construction sites, there has been no improvement in its financial condition. Thousands of companies are still struggling with overdue payments, rising costs, and low profitability of contracts. “45 621 construction companies have overdue financial liabilities, and their total value amounts to PLN 1.85 billion,” reports krd.pl.

According to the National Debt Register (KRD), nearly half of all sector arrears are attributed to companies engaged in specialized construction works. Their total debt amounts to PLN 846.2 million. The second place is occupied by companies constructing buildings, which have PLN 758 million in arrears. The remaining more than PLN 245 million is attributed to firms involved in civil and water engineering construction.

The largest group of debtors consists of sole proprietorships. There are 29 740 of them, and their total debt amounts to PLN 853.6 million. Commercial law companies, although fewer in number, are responsible for a higher amount of arrears, reaching nearly PLN 996.1 million. It is within this group that the national record debtor is found – a construction company from the Małopolskie Voivodeship, which owes nearly PLN 18.5 million to another company in the same industry, as reported by krd.pl.

The sector’s condition is also burdened, among other things, by rising costs. In April, construction service prices increased – on average by 4.2% month on month, finishing services by 5.7%, and site works by 5.1%. An additional burden is the price of materials and the situation on commodity markets, which, according to estimates by the portal, may translate into approximately a 4% increase in construction costs over the year.

“Construction companies not only have unpaid liabilities, but are also waiting for PLN 393 million to be repaid by their clients and contractors. In addition to internal debts within the industry, which constitute the bulk of arrears, PLN 44 million is also owed to them by industrial companies, and PLN 22.6 million by the real estate sector,” reports krd.pl.
