TV Republika has revealed the content of correspondence that Karolina Kucharska received from an external company cooperating with the Ministry of Justice. The official was offered participation in evaluating applications submitted in competitions financed from the Justice Fund. Kucharska had previously been placed in pre-trial detention in connection with the so-called Justice Fund scandal. The disclosed information indicates that the company hired by the ministry encountered problems carrying out the tasks entrusted to it and, as a result, the application review procedure was halted.
They Asked for Help from a Previously Arrested Official
The Ministry of Justice hired an external company responsible for handling applications to the Justice Fund. The entity ran into serious difficulties in performing its duties. The paradox of the entire situation is that assistance was sought from Karolina Kucharska – an official who spent a long time in detention without charges being brought, in connection with actions by Donald Tusk’s authorities surrounding the so-called Justice Fund scandal. At present, the review of applications has been suspended because employees subordinate to Żurek are unable to cope with the procedure on their own. The issue was raised, among others, by attorney Adam Gomoła.
“This Is a Mega-Scandal. An external company was hired by Żurek for almost ONE MILLION ZLOTYS to evaluate offers for assistance in competitions for helping victims from the Justice Fund. That is, it was hired to do work that should be done by officials of the Ministry, because that is what they are paid for. To this day, this company has not started the work, because they do not have documents from the Ministry of Justice. The victim assistance program is at a standstill,” he wrote on the X platform.
Today on TV Republika it was revealed that Karolina Kucharska received the email regarding the establishment of cooperation with this external company in September of this year.
In connection with the procedure announced by the Ministry of Justice for services involving the substantive evaluation of offers submitted in open competitions for entrusting the implementation of tasks financed from the resources of the Fund for Victim Assistance and Post-Penitentiary Assistance – Justice Fund, we invite you to cooperate in the implementation of the above-mentioned contract. Below we present detailed information concerning the subject procedure, the correspondence stated. The document also notes that the condition for participation in the execution of the contract is that the expert possesses the experience indicated in the attached file “Expert Experience”.
In order to outline the scope of the expert assessment, we are sending a sample substantive evaluation sheet, according to which offers submitted in one of the open competitions for entrusting the implementation of tasks financed from the resources of the Fund for Victim Assistance and Post-Penitentiary Assistance are assessed. We ask you to familiarize yourself with the scope of the assessment and to verify whether you meet the conditions for participation in the contract, it emphasized.
“I wonder whether the Ministry of Justice could not itself retrieve a CV from another department. The prosecution service, it seems, is subordinate to the same ministry. Since they put Ms. Karolina in prison, they also have information there about what she did at the Ministry of Justice. And she dealt with the Justice Fund. If they are sending her an email, then I assume they know who they are sending it to,” commented Michał Rachoń.
Żurek’s Strange Explanations
Yesterday, the head of the Ministry of Justice, Waldemar Żurek, addressed the matter.
“Issues have arisen that among the employees of this company there is a person with the initials ‘Karolina K.’ who previously had charges brought against her. The truth is that the tender concerns a company. We have no information about which individuals will later perform work for that company. There is a long list of such individuals, but this case was immediately identified. This person did not in any way undertake cooperation with the Ministry of Justice and will not. This shows that the market of entities with professional expertise is not rich, and this creates certain difficulties in evaluating these applications,” the minister of justice announced.
Michał Rachoń, referring to his statement, emphasized that Karolina Kucharska did not undertake cooperation with Żurek because she did not want to have anything to do with him or his people.
“But you sent her this proposal at the end of September. These are absurd claims that this market is not rich… The Justice Fund is supervised by the Ministry of Justice. It is the damned duty of the Ministry of Justice and its officials to handle what the citizens of the Polish state hire such figures as Waldemar Żurek to do, as he serves as minister of justice. If this is outsourced to some external companies, then one should not be surprised by the results. The wording that “the market is not very rich” and, ultimately, applications end up with people whom Żurek’s people consider criminals, and who then have to be released from prison, speaks for itself,” he assessed.
Kaleta: This Is Something Exceptionally Absurd
Sebastian Kaleta, a Law and Justice (PiS) MP, commented on the matter on the program “Michał #Rachoń”.
“What has been happening in recent days at the Ministry of Justice is one catastrophe after another. Many people who knew Waldemar Żurek said that when this guy enters the Ministry of Justice, everyone will, after a few months, rub their eyes in disbelief, because he is not fit for anything in terms of managerial competence. It turns out that Żurek’s team cannot cope with basic administrative duties, and that in a gesture of desperation they want Ms. Karolina, who was held in an extraction-type detention for doing her job, to do the work for them. This exposes the entire mystification surrounding the Justice Fund that has been created over the past two years,” he assessed.
In his opinion, hiring an external company to evaluate applications by Żurek’s team is something exceptionally absurd.
“That is why we have offices and ministries – so that the officials employed there perform their duties, including distributing public funds. Żurek decided that this would be done by an external company – PLN 10,000 for evaluating a single application. They do this because officials, including those they are prosecuting, know that for taking actions within their duties that are lawful, if they fall afoul of management in any way, they can be dragged through the mud like Ms. Karolina or Urszula,” he announced.
He also pointed out that Żurek’s team has become so blinded by the desire for reckoning that they have forgotten about their duties.
“From January 1, victims will be deprived of assistance. One can say that Żurek is failing to fulfill his duties. If someone does not receive help from January 1, Żurek will be to blame,” he concluded.
