Flood Barrier Reconstruction Delayed. No Design Yet, New Reservoir Planned by 2031

The contract for preparing the design documentation for the reservoir in Stronie Śląskie—where a dam breach occurred in September 2024—has still not been signed. The flood caused massive destruction in numerous towns across the Kłodzko Valley and beyond. The total cost of reconstruction also remains unknown, according to information obtained by niezalezna.pl.

Residents and local authorities in Stronie Śląskie, where the dam failure led to extensive damage during the flood, are raising concerns that little progress has been made on rebuilding the reservoir and that work is being delayed. Meanwhile, the breach has only been secured with a temporary embankment made of stone materials.

“Construction works will take around three years”

We therefore contacted the State Water Holding Polish Waters (Wody Polskie) to request clarification on, among other things, the funds allocated for rebuilding the reservoir and dam in Stronie Śląskie, the expected completion date of the design work, and the planned opening of the new reservoir.

The spokesperson for Wody Polskie, Filip Szatanik, responded that the contract for the preparation of design documentation for the Stronie Śląskie reservoir is scheduled to be signed on March 31, 2026. The cost of the design work amounts to PLN 9,986,677.50 gross. The offer was selected through a tender procedure.

The contractual deadline for completing the design work is December 2028. Once the documentation is prepared and the necessary permits are obtained, a tender will be announced to select a contractor for the construction works. The cost of rebuilding the reservoir will be specified in the investor’s cost estimate prepared after the design documentation is completed. Construction works are expected to take approximately three years. The modern reservoir is to be completed by 2031, the spokesperson said.

In October 2025, Wody Polskie stated in a communiqué that the design work would be completed earlier—by 2027, rather than by the end of 2028.

As Wody Polskie also reported, on March 27, 2026, President Karol Nawrocki signed two amendments to regulations aimed at streamlining the implementation of flood protection measures. Among other things, Wody Polskie will receive increased funding for the purchase of properties located in high-risk areas and those damaged during the 2024 flood. The new regulations will also facilitate the repair and reconstruction of flood control infrastructure. The amendments had previously been adopted by both the Sejm and the Senate.
