The government’s plenipotentiary for the Central Communication Port (CPK), Maciej Lasek, commenting on press reports about the sale of a CPK plot to a private individual, stated today that “in July 2025, a notification was submitted to the prosecutor’s office, and the prosecutor initiated proceedings in this matter.” The Niezalezna.pl portal verified this information. It turns out that while a notification was indeed submitted, it happened on September 18, not in July. The case was only registered on October 8, and an investigation was launched today.
The Warsaw District Prosecutor’s Office has initiated an investigation into the sale of land designated for the Central Communication Port. The matter concerns a plot that the National Support Centre for Agriculture (KOWR), Warsaw branch, sold to a private individual.
According to today’s article by Szymon Jadczak on wp.pl, just before the United Right handed over power, the Ministry of Agriculture, led by Robert Telus, approved the sale of a 160-hectare plot to the vice-president of the Dawtona company. The transaction amounted to 22.8 million PLN, while the land’s value, through which the planned High-Speed Rail line to CPK is set to run, is currently estimated at up to 400 million PLN.
Former government plenipotentiary for CPK, Marcin Horała, pointed to the correct actions of the previous CPK administration, which had tried to block the transaction, and exposed two years of inaction by the current government. Moreover, Horała highlighted alarming links between the transaction’s beneficiary and Campus Polska, an initiative associated with Rafał Trzaskowski.
What have the current CPK authorities done? An external law firm and two lost years
According to Maciej Lasek, “in July 2025, a notification was submitted to the prosecutor’s office, and the prosecutor initiated proceedings in this matter.”
However, Niezalezna.pl verified this claim. The notification was indeed submitted, but on September 18. As Prosecutor Piotr Skiba, spokesperson for the Warsaw prosecutor’s office, informed the portal, the case was registered on October 8 (when it received its case number), and the investigation was launched today. As recently as last week, the CPK president was additionally questioned by the police.
The current CPK management claims that earlier efforts were made to recover the plot through negotiations, effectively wasting nearly two years.
“We primarily tried to reach an agreement to acquire this property,”
explained CPK president Filip Czernicki.
He emphasized that the plot is essential for the construction of railway line No. 85, on the Warsaw-CPK Airport section. He added that the company was aware of the matter and had been examining it since the very beginning of the new management board’s tenure.
At the same time, Maciej Lasek stated that “the materials were forwarded to an external law firm for evaluation to determine whether they constituted grounds for submitting a notification of a possible crime.” The prosecutor’s office was informed only afterward.
For the record, once the case came to light, Robert Telus and Rafał Romanowski were suspended from their rights as PiS members.
