Karol Nawrocki, the civic candidate for president supported by PiS, emphasized that the rule of law must be restored in Poland. He stated, “The rule of law and Polish legal order must return; I will ensure this happens.” Nawrocki suggested implementing a mixed system for selecting the National Council of the Judiciary (KRS) and, if this does not occur, holding a constitutional referendum.
Restoring Justice and Legal Order
Nawrocki argued that Article 7 of the Constitution, which pertains to the principle of the rule of law, is regularly violated in Poland. He described the appointment of National Prosecutor Dariusz Korneluk “without fulfilling the statutory prerogatives of the president as shocking, and we must fight against it.” He added, “The rule of law must return because the Polish justice system is in shambles.”
“As the president of Poland, I will ensure the restoration of justice and Polish legal order,” Nawrocki assured.
Ending the Dispute Over Judges’ Status
Nawrocki stated that as president, he would not allow the status of judges to be questioned. He declared that he would not consent to this on behalf of citizens, as “undermining the status of Polish judges and the disputes between neo and paleo-judges lead to situations where Ms. Danuta waits two years for a verdict, and the verdict concerns her existential, daily financial problems.”
In response to the conflict regarding judges appointed by the National Council of the Judiciary before and after 2017, Nawrocki announced that he would propose a “mixed system for selecting the KRS.”
“I will give politicians and the government until February 2026,” Nawrocki said.
If the mixed selection system is not implemented by then, in February 2026, “the citizens of Poland will decide in a constitutional referendum what the Polish justice system should look like,” he added.
Depoliticizing the Prosecutor’s Office
Nawrocki suggested that a similar situation could apply to the Prosecutor General. He announced that if society wishes to “depoliticize the prosecutor’s office,” it will be included in the Polish Constitution.
“This is not yet my postulate, but if I am compelled to do so as president, I will not hesitate to hold a national referendum and strive to include the prosecutor’s office in the Constitution of the Republic of Poland,” said Karol Nawrocki.
