Karol Nawrocki Keeps His Word – Another Legislative Proposal Ready! Full Text of Presidential Bills Published

A newly published bill submitted by President Karol Nawrocki proposes extending by another ten years the ban on selling properties from the Agricultural Property Stock of the State Treasury. Under current regulations, this prohibition is set to expire in 2026.

The proposal amends the wording of an article in the existing law to extend for another decade the moratorium on selling properties, their parts, or shares in jointly owned properties that are part of the Agricultural Property Stock of the State Treasury. The law currently in force, adopted in April 2016, introduced the initial ten-year ban.

The bill also prolongs by ten years the period during which the sale of the types of properties specified in the Act on Suspending the Sale of Agricultural Property Stock of the State Treasury remains invalid without the consent of the Minister of Agriculture.

The presidential initiative further amends the preamble to the Act on Shaping the Agricultural System. The new introduction states, among other things, that the law is enacted “with a sense of special responsibility for the future of Polish agriculture and the food security of citizens, recognizing the deepening economic difficulties in Europe and the growing threats from the influx of agricultural products from outside the European Union (…)”.

The current preamble emphasizes that the act was adopted “to strengthen the protection and development of family farms, which, under the Constitution of the Republic of Poland, are the foundation of the agricultural system of the Republic of Poland, to ensure the proper management of agricultural land in the Republic of Poland, in the interest of ensuring food security for citizens, and to support sustainable agriculture conducted in accordance with environmental protection requirements and conducive to the development of rural areas.”

The President announced the signing of his legislative initiative on Saturday.
