The janitor’s company working for the Targówek Property Management Board (ZGN Targówek), an institution under the authority of Warsaw Mayor Rafał Trzaskowski, earns over one million zlotys annually through cooperation with the city – as revealed by Gazeta Polska Codziennie.
The scandal surrounding ZGN Targówek, which operates under Trzaskowski’s jurisdiction, is expanding. According to the Warsaw-Praga District Prosecutor’s Office, officials at this city department allegedly accepted at least 450,000 zlotys in bribes between 2022 and 2023. Investigators claim the mastermind behind the scheme was Stefan Ł., the long-serving director of ZGN Targówek (currently in custody). During a search, authorities discovered the equivalent of 3.5 million zlotys in cash at his residence.
However, Stefan Ł. is not the only one to have profited significantly. Among the ZGN Targówek staff is also Adam M., who has worked there as a janitor since 1996. Since 2003, he has also run a building cleaning company named Modex-Pol. According to Gazeta Polska Codziennie, between 2012 and 2025, ZGN Targówek signed 224 contracts with his company, amounting to a total of 14.4 million zlotys. As a result, Adam M.’s annual revenue – in addition to his janitor salary at the city office – exceeds one million zlotys.
In response to GPC’s inquiries, Paulina Borzecka, spokesperson for the Targówek district office, wrote:
“These services were performed in areas outside of those assigned to the employee in their official duties as an auxiliary staff member – janitor – at the Property Management Board.”
Was the Warsaw city hall aware of the corruption and misconduct at ZGN Targówek, including the millionaire janitor employed there?
Monika Beuth, spokesperson for Warsaw City Hall, responded to GPC:
“The city office received information about potential irregularities at ZGN Targówek, which were subjected to internal review procedures. As a result of further actions within the city administration, an audit was launched in December last year. The audit focused on the preparation, execution, and implementation of selected public procurements. The control activities have now been completed, and the procedure is currently in the post-audit stage, i.e., the preparation of the final audit report with recommendations.”
Beuth added that Stefan Ł. was suspended following the formal charges, and his contract will expire after three months of absence due to his pre-trial detention.
