Former Prime Minister Mateusz Morawiecki has issued an appeal to Poles regarding the construction of the passenger terminal at the Central Communication Port (CPK) airport. He claims the current government intends to exclude domestic companies from the tender. “We’re going to make a big fuss about this,” he declared.
As reported by Filary Biznesu on July 17, the CPK company launched a competitive dialogue procedure at the end of May to select a general contractor for the CPK passenger terminal. The contract is valued at over 5 billion PLN.
Morawiecki recently pointed out that even the first stage of the tender “excludes all Polish players.” “The issue is the requirement to show at least 4 billion PLN in revenue over the past four financial years,” he explained. He cited a Deloitte ranking, according to which—during 2022 and 2023—the three largest Polish companies reported annual revenues between 3 and 4 billion PLN.
On Monday, the Law and Justice (PiS) politician posted a video online in which he addressed the issue in blunt terms.
“You know how much Tusk’s so-called ‘repolonization’ of the economy is worth? A big fat zero,” he said at the start of the video. According to Morawiecki, “the current government team is made up of complete economic illiterates.”
“They’ve set the tender conditions for the CPK construction in such a way that no Polish company can win it. In other words, the government believes that no Polish company is capable of building CPK on its own,” he stated.
“They want to spend 5 billion PLN, then another 5 billion, and the profit margins and know-how will end up in France, Germany, or some other Netherlands. I do not agree with this kind of treatment of Polish companies, and we’re going to make a big fuss about it,” he said.
Morawiecki made an appeal:
“Help ensure that these 5 billion, then 7 billion, and then tens of billions of zlotys go to Polish companies because they provide jobs for you.”
Participation Requirements
It’s worth noting that CPK had previously responded to Morawiecki’s claim that the tender conditions exclude Polish companies. In response to his post on X, the company stated that “either he is unaware of the facts, or he is deliberately misleading the public.”
In response, the former prime minister said: “Clearly, the truth stung, hence such a reaction.” He maintained that “it’s still necessary to have 4 billion PLN in revenue to apply independently,” and emphasized that “no Polish company has such turnover.”
CPK has not responded further to Morawiecki’s comments.
