One week before the final deadline (May 30), not a single contract has been signed with Polish defense companies under SAFE – as Niezalezna.pl has learned. Officials insist they will make it on time, but questions are mounting about chaos and lack of transparency. The government and the European Commission still refuse to disclose the contents of the signed agreement to the public.
On May 8, 2026, at the Chancellery of the Prime Minister, the SAFE (Security Action for Europe) loan “agreement” for Poland was signed. In practice, this means opening a credit line for the country under this European Union financial instrument. There is no advance payment yet, but interest rates are rising. And one more thing is missing… signed contracts with Polish companies. None. There is one week left.
May 30, 2026 is the deadline for so-called single procurement contracts. A very large portion of Poland’s SAFE-related purchases submitted to Brussels in the national plan are precisely independent acquisitions by the Ministry of National Defence from the domestic defense industry.
Kosiniak-Kamysz’s promises
During the ceremony, the Minister of National Defence Władysław Kosiniak-Kamysz announced that by the end of May Poland would sign “40 new agreements and annexes to previously concluded contracts for the supply of military equipment. They will cover all branches of the armed forces – the Land Forces, the Navy, the Air Force, the Territorial Defence Forces, the Special Forces, the Cyber Defence Forces and the Drone Forces.”
The Deputy Prime Minister also reiterated a declaration made several months ago that 89% of Poland’s SAFE funds would go to domestic companies. He emphasized the role of the Armament Agency and the Ministry of State Assets, which in the coming days are expected to work intensively to finalize contracts – 24 hours a day, 7 days a week – in order to conclude the agreements by the end of the month.
So far, progress has been very poor. As confirmed by the Armament Agency, not a single one of the 40 new agreements and annexes has been signed! Some are still at the stage of verification, negotiations with companies, and legal review by the General Counsel to the Republic of Poland, before approval by the SAFE Steering Committee. With one week left before the deadline! Despite this, assurances continue that everything will succeed.
Official optimism
As the agency’s spokesperson, Col. Grzegorz Polak, told the portal, most projects “are practically ready for signature.”
“We have planned to complete everything and conclude all contracts by May 30. Everything should succeed. There is always a risk factor. There is always one final parameter left. Signatures from both parties to the contract – the Armament Agency and the contractors – are required,” he said. We asked the General Counsel to the Republic of Poland about the status of legal reviews of SAFE contracts. A spokesperson for the institution was unable to say how many are still waiting their turn. “In practice, we must review every such contract due to its value. We are trying to cooperate to meet the deadline,” said attorney Wojciech Murawski.
In addition to the chaos and rush, there is another issue – lack of transparency. The document signed on May 8 has not been made public for unclear reasons. We asked the press services of the European Commission why. We quote the response in full, as it is quite extraordinary: “Publication (or lack thereof) follows the same logic as in the case of the KPO plans, which were also not published. We suggest addressing this matter to the Polish government.” Neither the Polish government nor the Ministry of National Defence responded to our questions.
Kurzejewski: “It will end exactly as we said“
The matter was commented on by the deputy spokesperson of Law and Justice (PiS) – Mateusz Kurzejewski.
“Politicians of the December 13 coalition said that by the end of May around 40 executive contracts would be concluded with the Polish defense industry under SAFE. There are only a few days left until the end of May and there is not even a single signed agreement. Let us recall that the process of approving such a contract does not end with negotiations between the Armament Agency and the contractor. Every contract worth PLN 50 million or more is subject to a mandatory legal opinion from the General Counsel to the Republic of Poland, and additionally there is the approval procedure by a steering committee composed of several entities. Completing the full procedure for 40 contracts within a few days is practically impossible. It will end exactly as we said – the bulk of the funds from the SAFE loan mechanism will be directed to the second stage, where orders are also placed with foreign defense industries,” he said in an interview with Niezalezna.pl.
