Strong words from Morawiecki after the Kacprzyk scandal. Law and Justice (PiS) proposes a “solution”

“This is not a coincidence, it is their mechanism of operation. Civic Platform (KO) is a party of elites, networks, and milking the state,” said Mateusz Morawiecki in response to the scandal involving Civic Coalition (KO) councillor Dawid Kacprzyk. The former prime minister argues that systemic changes are needed and presents a five-point “Law and Justice (PiS) remedy”, which – according to him – is meant to end pathologies in public healthcare.

The case of Dawid Kacprzyk gained attention after the Niezalezna.pl portal established that the councillor was allegedly recorded as having worked a total of 3,976 hours at the Warsaw South Hospital in 2025, which according to hospital data gives an average of 331 hours per month. Duty rosters show that some shifts were reportedly scheduled to last continuously for three or even four days.

Journalists also described cases in which, according to hospital documentation, Kacprzyk was supposed to be on duty while simultaneously appearing in public – including on a TVP3 Warsaw programme, at a meeting with politicians, or at a district council session.

The Kacprzyk case has been referred to the prosecutor’s office. A notification of possible criminal activity was filed by Law and Justice (PiS) MP Paweł Jabłoński. “Public funds must be spent honestly – and a doctor has the right to remuneration, but only for the time when they are actually available to patients. If he took something dishonestly – he should return it (and face punishment). I hope that no protective umbrella will be placed over D. Kacprzyk – fortunately, unlike for example Tomasz Grodzki, the councillor does not have immunity…” he said on Monday.

That same evening, Civic Coalition (KO) secretary general Marcin Kierwiński posted a brief statement announcing Kacprzyk’s resignation from party membership.

How do representatives of the governing coalition explain the case? Barbara Nowacka, Minister of Education, speaking on RMF FM today, said that since Kacprzyk resigned from party membership, the matter is “closed” from a political standpoint.

Morawiecki: “This is their mechanism of operation”

The opposition sees it differently. Mateusz Morawiecki stated in his latest post: “this is not a coincidence, it is their mechanism of operation. Civic Platform (KO) is a party of elites, networks, and milking the state”.

The former prime minister presented a “Law and Justice (PiS) recipe for fair pay for medical workers”. As he wrote, “fair work – fair pay. But enough of pathology! Transparency. Control. Zero tolerance for milking the state”.

The former prime minister announced five proposed changes. The first assumes the creation of a single nationwide portal with healthcare job competitions, “so that job offers are visible to everyone, not only to acquaintances”.

Another solution would be greater transparency of medical contracts. According to the Law and Justice (PiS) proposal, “details of medical contracts should be submitted to institutions responsible for financing healthcare”, because – as Morawiecki argued – “the state cannot be blind to how the majority of funds in the system are spent”.

Law and Justice (PiS) also proposes introducing a digital record of working time in public institutions, “to end fictitious work as quickly as possible”. Among the proposals is also an increase in the number of doctors and medical residents, as well as maintaining an increase in the number of places in medical studies.

The final point is the introduction of a cap on remuneration for on-call telephone duties. As Morawiecki wrote, a maximum rate of “five times the minimum wage, currently 157 PLN per hour” would apply.
