U.S. President Donald Trump has informed those in his inner circle that he intends to announce his plans to sign a minerals agreement with Ukraine during his Tuesday address before Congress, Reuters reports.
According to the agency, citing four sources, both parties plan to finalize the agreement soon, although the exact timing remains unclear. However, Trump reportedly told his advisers that he intends to disclose the deal during his speech before the joint session of Congress.
When asked about the matter on Monday, Trump stated that he would have something to say on the subject during Tuesday’s address, emphasizing that the agreement is beneficial for the U.S. Meanwhile, on Tuesday, Vice President J.D. Vance reaffirmed in the Senate that Trump remains committed to the deal.
“First and foremost, the American people must receive some form of compensation for the incredible financial investment we have made in this country. Much of the aid sent by Europeans has come in the form of loans that are being repaid. Frankly, it’s ridiculous, and an insult to the American people that Europeans are getting a better deal than the United States,” the vice president stated.
Ukrainian President Volodymyr Zelensky also expressed his willingness to sign the agreement under conditions set by the U.S. in a post on platform X.
It remains unclear whether this agreement would lead to the reinstatement of U.S. military aid to Ukraine, which was suspended on Monday. Reuters also reports that the terms of the deal are still unknown. Initially, the agreement was expected to grant a U.S.-controlled fund $500 billion from revenues generated by Ukraine’s natural resource exploitation. However, the structure of the deal was later revised: the fund was to be jointly owned by both nations, designated for Ukraine’s reconstruction and investment, with its operational terms to be determined in a separate future agreement.
