“We will lower electricity bills!” – Morawiecki announced the assumptions of the energy plan for Poland

“Electricity and the stability of its supply are the foundation of every country’s security and development. Either Poland will have cheap energy – or our security, future, and development will be at risk. We cannot afford expensive electricity – but we can afford to act! Instead of implementing the Green Deal – let’s create a Polish energy deal! We must immediately lower energy prices by at least 30 percent. We know how to do it!” – wrote former Prime Minister Mateusz Morawiecki, announcing the energy plan.

Mateusz Morawiecki emphasized that access to cheap electricity should be treated as one of the fundamental human rights.

“Without electricity, media cannot function, fast and effective information exchange does not take place, and doctors, teachers, journalists, and all other professional groups cannot perform their work. That is why electricity cannot be an expensive luxury – it must be cheap and accessible!” Morawiecki pointed out.

Energy plan for Poland – assumptions

He also presented the main assumptions of the program, called the Energy Plan for Poland.

“Its key points are a 30% reduction in bills; a reduction in VAT, distribution tariffs, and irrational fees; as well as the simplification and digitalization of support programs. As part of the program, a social tariff will be introduced for the most vulnerable: PLN 0.30/kWh and an energy voucher up to PLN 1,500. In addition, a ‘rational energy mix.’ Nuclear – two large power plants + SMR. This means stable and clean energy. Gas – a flexible “quick start” source for consumption peaks, based on Baltic Pipe, LNG, and domestic extraction. Coal – modernization until it is fully replaced by nuclear, without sudden shutdowns. RES (OZE) – only in hybrids with energy storage – stability, without the risk of blackouts and waste,” listed Morawiecki.

The former Prime Minister also stressed the need for a revision of the Green Deal:

“Abandoning unrealistic CO₂ reduction targets (55% by 2030), rejecting the imposition of new ones (90% by 2040). ETS reform – a ban on financial speculation, more allowances, and a price corridor. Protecting the Polish economy from policies that subsidize industrial development in China.”

This is not the end – cheap distribution tariffs are also planned.

“A 20% reduction – which means 10% less on household bills and PLN 5,000-10,000 annual savings for SMEs (MŚP). Networks treated as public infrastructure, financed by EU and public funds. We will strive to stabilize the price at PLN 250-300/MWh,” wrote Morawiecki.

“Time to end nightmare bills”

The former head of government also declares support for families and small and medium-sized enterprises. The elements of this part of the program include Family Energy Guardian – an AI application forecasting consumption; Large Family Shield – discounts on energy-efficient appliances and lighting for families with 3+ children; and subsidies: up to PLN 20,000 for PV + storage hybrids, up to PLN 100,000 for thermomodernization for SMEs.

“Poland needs a realistic, strong, and modern energy strategy – free of ideology, focused on families and the economy! That is why I invite experts, entrepreneurs, and all communities that care about Poland’s future, our security, increasing competitiveness, and investment in the Polish economy – to continue working together on this program. Cheap electricity is not a luxury. It is the foundation of sovereignty and development! It is time to end nightmare bills – together let’s ensure cheap energy for Poland,” summed up Mateusz Morawiecki.
