What Does the SAFE Agreement Really Contain? TV Republika Reveals Fragments: “We Will Send Questions to the Ministry of National Defence”

TV Republika has published fragments of a classified document concerning the SAFE loan. The company Polska Amunicja, headed by Paweł Poncyljusz, was to receive a significantly larger order than the state-owned Polish Armaments Group. Additionally, the document contains striking provisions regarding limiting orders from countries outside the EU and the potential “redeployment of European troops,” which points to the marginalization of other allies, such as the United States.

SAFE. TV Republika Reveals Document Provisions

President Karol Nawrocki vetoed the law implementing the EU’s SAFE defence loan program. The head of state cited, among other reasons, the risk of undermining national sovereignty and transferring certain security-related competences to European Union institutions. SAFE is an EU defence loan program from which Poland was expected to borrow approximately €44 billion. Following the veto, prominent representatives of the December 13 coalition launched a frontal attack on the president.

Editor Michał Rachoń revealed today on TV Republika shocking excerpts from the document concerning the implementation of the SAFE program in Poland.

Fragment 1) 155 mm Ammunition – Polska Amunicja
“155 mm ammunition – 300,000 units […] intended to be fired from […] produced by Polska Amunicja Sp. z o.o.”, said the document, as presented by the journalist, adding that it proves that two specific companies are named in the entire SAFE document, including Polska Amunicja. In the original document, the brackets contain precise technical details about the type of ammunition. “These are not major secrets. The private company Polska Amunicja, without the capacity to produce such items, was to receive a much larger order than the state-owned Polish Armaments Group,” said the journalist.

Fragment 2) 155 mm Ammunition – PGZ
“155 mm ammunition – 164,000 units […] intended to be fired from […] produced by PGZ S.A.”, the document states. “This proves what we have been saying for many weeks. Polska Amunicja is to receive an order twice as large,” Rachoń pointed out.

Fragment 3) Redeployment of European Troops
“This plan also addresses the most urgent needs to strengthen infrastructure in order to facilitate the redeployment of European troops and military equipment across the territory of Poland, in full alignment with defence priorities and military mobility objectives,”, he quoted. “There is no indication here that this concerns enabling the redeployment of NATO troops. It is not about facilitating, for example, the movement of American troops from Germany to Poland if necessary. This provision narrows it specifically to European troops. This distinction is of enormous importance to us and is highly dangerous,” the journalist commented.

Fragment 4) Contractors from the EU and Ukraine Without Exceptions
“The plan aims to support the scalability, resilience and competitiveness of the European Defence Technological and Industrial Base (EDTIB) by concluding contracts with SAFE contractors and subcontractors registered in the EU and Ukraine without applying any of the exceptions provided for in the SAFE Regulation regarding the origin of companies, the location and production facilities, or the origin of components,”, reads the document. “This concerns focusing exclusively on entities from the European Union and Ukraine, without any exceptions. This is extremely interesting – we will send questions, among others, to the Ministry of National Defence, asking why this provision appears in the justification. We know that the SAFE mechanism allows for purchasing equipment partly produced outside the EU. These are precisely the exceptions referred to in the European SAFE regulations. Why is there a clause to disregard these exceptions? What does this mean? Why was this included? Is it intended that Polish procurement should, by definition, exclude equipment from the United States or South Korea?”, Rachoń noted.

Fragment 5) Reversal of Procurement Structure
“It is worth emphasizing that the procurement program presented in the Plan signals a new approach and a reversal of the structure of military procurement in Poland – purchases from the EDTIB will significantly outweigh purchases from outside the EU,”, the document states. “This fragment clearly states what this is about – a reversal of Poland’s military procurement structure. This one sentence reflects the entire thinking of the December 13 coalition since the first day of its government. Currently, Poland’s procurement structure is based on the best military equipment in the world – American equipment – while the German and French arms industries are losing out. Those in power, because Ursula told Donald he would be prime minister… The goal is to reverse Poland’s military procurement structure,” the journalist stressed.
