Head of the Presidential Chancellery Zbigniew Bogucki said the government, by launching an investigation into Zondacrypto so late, had effectively “admitted that for several months it had taken no action whatsoever in this matter.”
“Donald Tusk is cornered in this case because he wants to conceal the incompetence, lack of action, and complete passivity of his state, his services, and the ministers subordinate to him throughout all those months,” he added.
Bogucki announced that the president had submitted a draft law on crypto-assets to the Sejm.
During a press conference, he also pointed out that the first information related to the Zondacrypto exchange surfaced on December 5, 2025, during a closed session of parliament, while the investigation into the exchange was only launched on April 17, 2026, by the Regional Prosecutor’s Office in Katowice. On December 5, part of the Sejm session was classified, and Prime Minister Donald Tusk presented information concerning state security. According to unofficial reports at the time, he spoke about a “crypto scandal and a Russian connection.”
Bogucki asked the government why, “only after so many months, they admitted that the state had legal instruments available to conduct proceedings in this case, while at the time — and continuously ever since — they falsely claimed they lacked such instruments because there was no crypto-assets market law.”
According to the head of the Presidential Chancellery, by opening the Zondacrypto investigation so late, those in power had “themselves admitted that they had done nothing throughout all those months.”
“If one were to believe what the prime minister and his ministers had been saying, then this investigation should never have been launched,” the minister said.
Bogucki also referred to Tuesday’s report by Gazeta Wyborcza Katowice. According to the newspaper, the Katowice prosecutor’s office had been conducting two investigations since 2018 concerning the activities first of Bitbay — Zondacrypto’s predecessor — and later Zondacrypto itself. According to the paper, the investigations concerned, among other things, the provision of payment services in violation of regulations and the implementation of anti-money laundering procedures. “Ultimately, one of the investigations was discontinued in April 2024, and the other in February 2025,” the newspaper reported.
The head of the Presidential Chancellery noted that “Donald Tusk and his government were in power at the time, so this is their responsibility.”
“In this case, Donald Tusk is cornered because he wants to hide the incompetence, lack of action, and complete passivity of his state, his services, and the ministers subordinate to him throughout all those months,” Bogucki said.
He added that “the end result of all this is that the people running this business left the country.”
“They left because there were no pre-trial detentions, no arrests, no charges brought forward, because there was no investigation and no action on the part of Donald Tusk’s government,” the minister stated.
According to media reports, Zondacrypto CEO Przemysław Kral is currently staying abroad.
