The president will ensure a solution that guarantees Poles that the protective measures will be in place until the end of September – said Zbigniew Bogucki, Head of the Chancellery of the President of the Republic of Poland (KPRP), when asked about the Wind Farm Act.
Wind Farm Act
The main goal of the amendment to the so-called Wind Farm Act is the liberalization of existing regulations concerning onshore wind farm investments. The amendment removes the 10H rule introduced in 2016 and sets 500 meters as the minimum permissible distance between new wind turbines and residential buildings. Currently, the distance is 700 meters.
Apart from the provisions regarding the construction of wind turbines, the act also includes an article added during parliamentary work that extends the freeze on household electricity prices at the level of 500 PLN per MWh net until Q4 2025. At present, the price freeze is valid until the end of September. The act is now awaiting the president’s decision.
Zbigniew Bogucki, Head of the KPRP, was asked what decision President Karol Nawrocki will make on the Wind Farm Act.
“The decision is in the hands of the President of the Republic, Karol Nawrocki. Whether there will be a signature or a veto – today, that decision has not yet been made – it will be communicated by the president. The president will ensure a solution that guarantees Poles that the protective measures will be in place until the end of September. We still have more than a month until the end of September, parliament can work and should work efficiently” – he declared.
When pressed for details, he replied: “I think it is a matter of a few days – whether it will be this week, the end of this week, or the beginning of the next, or another week – I think these will be the first decisions of the president regarding signed acts. Because we are only talking about what is currently in doubt, but of course, there will also be acts signed by the president.”
The program also included a question about other presidential legislative initiatives.
“There will be more acts. Everything indicates that it will still be in August, this holiday month, so to speak. It will be a step-by-step implementation of the Program 21“ – Bogucki announced.
Cooperation between president and prime minister
Bogucki also spoke about how cooperation between the president and the prime minister looks.
“The flow of information is good. Here we need to look at Polish security, the Polish national interest, the Polish raison d’état. And in international matters, if the government understands the Polish raison d’état – and I assume that in these matters it does – there should be no discord” – he declared.
He emphasized: “It is good that Prime Minister Tusk finally decided, after a longer time, to request this meeting following President Karol Nawrocki’s teleconference with President Trump and European leaders.”
“This shows that while maintaining proper precedence, constitutional prerogatives, and statutory powers, it is possible to make joint decisions in the most important matters. That is extremely important. Will this continue? I hope it will continue. Above all, President Karol Nawrocki wants this exchange of information […] to be constant, ongoing, and to build a unified position. It was not always the case in the past, and the government’s positions on international matters were not always in Poland’s interest” – he concluded.
