Cheap Electricity – 33%. “The Energy Sector Reacts Positively.” What Will the Government Do?

“Following the announcement of the Cheap Electricity – 33% bill, most representatives of the energy sector – even those affiliated with the government,” evaluated the President’s proposal positively, wrote Paweł Szefernaker, Head of the Chancellery of the President of the Republic of Poland, on X. He mainly recalled the key assumptions of the bill.

On Friday, President Karol Nawrocki signed the legislative initiative Cheap Electricity – 33%. It is one of his campaign pledges.

“As a result of all these changes, Polish households will be able to save more than PLN 800 a year on electricity bills,” he emphasized.

Szefernaker returned to the initiative. In a post on X, he noted that “most representatives of the energy sector – even those affiliated with the government – evaluated the President’s proposal positively.” He reminded readers of the bill’s main provisions:

  • An end to double payments for the energy transition. Charges for renewable energy (RES), capacity, cogeneration, and transition fees will disappear from electricity bills. The financing of renewable energy sources, capacity in the system, and the decarbonization of district heating will come from revenues generated by the Emissions Trading System (ETS).
  • A cap on profits for distribution companies. State-owned firms have so far enjoyed returns on investment of up to 13%, paying out dividends instead of investing in grid infrastructure. The bill limits profits to 7% – the remainder will go back to citizens through lower bills.
  • Phasing out old privileges for renewable energy developers. Every year, PLN 300–400 million goes to companies that have long since recouped their investments. The obligation to redeem green certificates will be reduced to 0.5%.
  • A reduction of VAT on electricity to 5%, as was the case under the Law and Justice (PiS) government. This means savings of up to PLN 350 a year for an average household.
