Rubcow, an officer in the Russian military intelligence service GRU, was detained by Polish authorities on February 27, 2022, at the Polish-Ukrainian border. Disguised as Spanish journalist Pablo Gonzalez, he exploited his journalistic cover to gather intelligence for Russia and gain the trust of Russian opposition figures.

    Rubcow’s activities included fueling narratives that aligned with the views of opponents of the United Right coalition in Poland. Journalist Wojciech Mucha highlighted translated posts by Rubcow, illustrating his efforts to influence public opinion. Rubcow’s role in disinformation campaigns aimed to portray Poland negatively on the international stage, including painting it as the most homophobic country in the EU and a backsliding democracy.

    Opposition politicians have noted that Rubcow’s case was used by the European Commission to criticize Poland’s adherence to the rule of law. Marcin Przydacz, a PiS MP, recalled the disinformation campaign in 2020, which falsely claimed the existence of “LGBT-free zones” in Poland. This campaign sought to create an image of Poland as undemocratic, leading some activists to doubt the legitimacy of Rubcow’s arrest.
