Kooij finished ahead of Irishman Sam Bennett, representing Decathlon AG2R La Mondiale, and former world champion Mads Pedersen from Denmark, who rides for Lidl-Trek.
Despite the intense competition in the stage, there were no changes at the top of the general classification.
