“If you’re hearing about any alleged ‘achievements’ by the current government regarding the Central Communication Port (CPK), what you’re hearing is false,” former Prime Minister Mateusz Morawiecki wrote on Twitter/X. “All they are doing is executing the work already prepared by the governments of Law and Justice. These are tenders we set up. These are projects we commissioned, which the current administration now proudly claims as its own. That’s the reality,” he added.
In his post, Morawiecki accused Donald Tusk’s government of having done “absolutely nothing” and recalled key milestones completed during his own administration in 2023. These included the issuance of the environmental decision, approval of the General Plan, and finalization of the construction design for the passenger terminal. He emphasized that construction could have begun in 2024 as originally scheduled — after seven years of preparation, which is a standard timeline for such infrastructure projects globally.
He also highlighted the role of Marcin Horała, the former deputy minister responsible for overseeing the CPK project. “Minister Marcin Horała, who led the CPK efforts in my government, published yesterday on social media a list of the tasks he and his team successfully completed,” Morawiecki noted, listing the accomplishments under PiS leadership.
By October 2023, these included:
- Issuance of the environmental decision;
- Approval of the General Plan;
- Issuance of the preliminary airport establishment permit by the Civil Aviation Authority (ULC);
- Completion of the conceptual design for the passenger terminal, train station, and transfer hub (involving over 300 designers, engineers, and experts);
- Finalization of the construction design;
- Opening of bids for designing auxiliary facilities, including the air traffic control tower;
- Property acquisitions under the Voluntary Acquisition Program (with 1,300 owners representing 80% of built-up properties in phase one applying);
- Near-final selection of a strategic partner;
- Announcement of investor variants for hundreds of kilometers of high-speed rail;
- Demolition of 250 structures;
- Completion of conceptual design for runways, taxiways, and aprons (by the DAR consortium);
- Completion of drilling and geological surveys in several hundred locations;
- Environmental studies conducted for the environmental impact report;
- Feasibility studies completed or underway for 75% of the planned 2,000 km of new railway lines;
- Ongoing design work for over 450 km of rail;
- Active tenders for the long-distance tunnel in Łódź.
“In summary,” Morawiecki wrote, “it was under our government — already in 2023 — that the environmental decision was issued, the general plan was approved, and the construction design was nearly finalized. Construction of the CPK could have started in 2024, fully in line with our original schedule.”
He also issued a warning, referencing a now-deleted post by government spokesperson Adam Szłapka, who had claimed the CPK would only be ready by 2035. “Let’s hope the CPK project doesn’t disappear the way that tweet did.”
