The National Prosecutor’s Office (PK) has initiated an investigation into the activities of a foreign intelligence service – the Russian Federation – against the Republic of Poland and allied EU countries. In connection with the case, a Ukrainian citizen, Danylo H., has been detained, along with two other Ukrainian citizens arrested in Romania who were cooperating with the suspect.
According to the National Prosecutor’s Office, the investigation established that from an unspecified time until October 16, 2025, the identified individuals, acting on behalf of Russian intelligence services, were preparing acts of sabotage consisting of sending parcels to Ukraine containing explosive and incendiary materials.
These parcels were designed to ignite or explode during transport. “The planned actions aimed to intimidate the population and destabilize the European Union member states supporting Ukraine,” the National Prosecutor’s Office explained.
It emphasized that the investigation was entrusted to the Internal Security Agency (ABW), which detained the Ukrainian citizen, Danylo H. Meanwhile, in Romania, two other Ukrainian citizens who closely cooperated with the aforementioned suspect were arrested.
The prosecutor charged Danylo H. with participation in the activities of a foreign intelligence service and preparation of acts of sabotage of a terrorist nature.
According to the findings of the investigation, the suspect, acting jointly with others, carried out tasks assigned by Russian intelligence services, consisting of preparing and sending parcels to Ukraine containing incendiary devices and chemical substances capable of causing fire or explosion. These parcels were intercepted by Romanian services before detonation, the National Prosecutor’s Office reported.
The District Court for the Capital City of Warsaw imposed a preventive measure in the form of temporary detention for three months on the detained suspect. Meanwhile, a Romanian court decided to place the two individuals detained in that country in temporary custody for 30 days.
