They Are to Receive Billions of Euros from SAFE. A Company Run by a Civic Platform (PO) Politician Fails to Meet Even Basic Requirements

The scandals surrounding Polska Amunicja, which is set to become one of the main beneficiaries of the SAFE program, show no signs of fading. The company, headed by Civic Platform (PO) politician Paweł Poncyljusz, has no production capacity, lacks the required licenses to manufacture ammunition, and – as has now emerged – does not hold an industrial security clearance. “This is a statutory requirement designed to ensure the security of supplies,” pointed out Law and Justice (PiS) MEP Maciej Wąsik.

Last week, it was revealed that the largest beneficiary on the list of projects slated for implementation under the SAFE program is a private entity – Polska Amunicja. The company is managed by former MP and Civic Platform (PO) politician Paweł Poncyljusz. Under SAFE, the firm is to receive €2.3 billion to produce approximately 300,000 rounds of ammunition. For comparison – four companies belonging to the state-owned Polish Armaments Group are to receive around €800 million for ammunition production. Since September 2024, Polska Amunicja has had no state ownership, after the Industrial Development Agency sold its shares.

What is particularly significant – Polska Amunicja currently has no independent production capacity and no license to manufacture ammunition. In 2024, the company recorded a loss of more than PLN 5 million, with the debt expected to be covered by “profits from future years.”

Tomasz Grodecki also revealed that it was the government that lobbied for the company to be included on the list of beneficiaries.

Polska Amunicja Without Security Clearance

Moreover, today Maciej Wąsik, former Deputy Minister of the Interior and Administration and currently an MEP from Law and Justice (PiS), indicated that Polska Amunicja is not listed among entities holding an industrial security clearance.

“In order to participate in supplies for the Ministry of National Defence, uniformed services, or international contracts within NATO, a company must possess an industrial security clearance. This is a statutory requirement designed to ensure the security of supplies. To obtain such a certificate, an enterprise must meet a number of requirements and have appropriate infrastructure, such as a secure registry office and systems for physical and ICT security. Additionally, it must employ staff responsible for protecting classified information,” Wąsik explained.

“It is hard to believe that a company privatized by PO only recently, headed by a former PO MP, could meet such requirements – especially since it does not even have a website,” he added.

The required certification is held by another company chaired by Poncyljusz – Mindmade – registered at the same address as Polska Amunicja. The two firms share another individual who serves on the Supervisory Board of Mindmade and as Vice President of Polska Amunicja. Mindmade is a member of the WB Group, which is a shareholder in Polska Amunicja.
