Ukraine’s new “Contract 18-24” program offers young adults voluntary military service with high pay, social benefits, and professional training amid ongoing war challenges.
The Ukrainian Ministry of Defense has launched the “Contract 18-24” program, allowing young adults aged 18-24 to voluntarily enlist for a one-year military service contract. Participants will receive an annual salary of 1 million hryvnias (over 98,000 PLN), with an immediate bonus of 200,000 hryvnias upon signing. The program offers NATO-standard training, social benefits, zero-interest housing loans, free medical care—including dental prosthetics—and state-funded education. After completing their contract, participants can travel abroad and will be exempt from mobilization for 12 months.
Strengthening Ukraine’s Military Readiness
Defense Minister Rustem Umerov emphasized that “Contract 18-24” is not mandatory but provides young people with valuable combat experience and financial stability. The initiative comes amid U.S. pressure on Kyiv to lower the mobilization age from 25 to 18 to address troop shortages. However, Ukraine has stressed the importance of accelerating Western military aid instead of expanding conscription. Umerov highlighted that the Ukrainian army is evolving into a modern, professional force where every volunteer is a valued asset to national defense.
