[URGENT] Sejm Fails to Override Presidential Veto on Cryptocurrency Regulation Bill

The Sejm failed to gather the majority needed to override President Karol Nawrocki’s veto. The bill concerning the crypto-asset market will not enter into force.

In Friday’s vote, MPs did not reach the required three-fifths majority to override the presidential veto. A total of 243 MPs voted in favour of reinstating the bill, 192 voted against, and no one abstained. Since 261 votes were needed, the crypto-asset market bill has been definitively halted.

The decision was met with applause from Law and Justice (PiS) politicians and the head of the Chancellery of the President of the Republic of Poland (KPRP), with chants of “Karol Nawrocki!

A total of 172 MPs from PiS voted against (16 did not vote), along with 14 MPs from Confederation (2 did not vote), as well as 3 MPs from the Republicans parliamentary circle and 3 MPs from the Confederation of the Polish Crown.

Those voting in favour included 154 MPs from Civic Coalition (KO), 31 MPs from Polish People’s Party (PSL), 29 MPs from Polska 2050 Party, 21 MPs from the New Left (Lewica), 4 independent MPs, and 4 MPs from the Razem parliamentary circle.

The vote was preceded by a heated debate. Donald Tusk warned of alleged “threats” linked to an unregulated cryptocurrency market and urged MPs to overturn the veto, while representatives of the president argued that the bill was excessively expansive, unclear, and could lead to abuses – including the possibility of blocking crypto companies’ websites with a single click. President Karol Nawrocki’s veto therefore maintains the current legal framework. The crypto-asset sector should not expect turbulence. The government has announced work on an alternative proposal that would win the support of both the parliamentary majority and the head of state.
