Convicted Civic Coalition activist Kamila L., sentenced for failing to protect her child and animal abuse, appeared publicly before verdict

As recently as January 2026, just before the guilty verdict was handed down, Kamila L. (alias W.) appeared in the media with her father, complaining about the state’s sluggishness in paying out compensation for flood damage. As established by the portal Niezalezna.pl, in the second half of 2025, a tender was announced for the valuation of 11 damaged buildings, including a house belonging to Kamila’s parents. The method used to determine property values was favorable to the owners. All of this unfolded in the shadow of a scandal involving the allocation of two new social housing apartments from the municipal resources of Kłodzko to the same family.

The case of Kamila L. (alias W.) is gaining new momentum and raising further questions about how her family has been treated by state and local government authorities. As noted on social media by commentator Emilia Kamińska, on January 13, 2026, less than three months ago, and just before the March verdict sentencing her to 6.5 years in prison for failing to act in response to her husband’s pedophilic acts and for zoophilia, Kamila L. appeared in footage from a report broadcast by TVP3 Wrocław. It should be added that in recent months the woman has changed her appearance: she now wears glasses and has cut and dyed her hair.

The report bore the telling title: “Polish Waters Have No Funds to Buy Out Buildings in Kłodzko Destroyed by Flood.” The main subject of the footage was Kamila L.’s father. The man complained on camera about delays, while also suggesting that he planned to purchase new real estate from a developer (according to Niezależna.pl information, a property near Wrocław).

“Some people have already paid deposits on new houses or apartments. As for me, I have a temporary agreement signed until the end of January. Now I will have to ask the developer to extend it. It’s unclear whether they will be willing to do so,”

said Kamila W.’s father in a segment of the report.

A valuation ensuring fair compensation

As determined by Niezalezna.pl, in the second half of 2025, under a framework agreement dated September 9, a tender was issued for the “Preparation of appraisal reports for the purchase of properties by the State Treasury.” The commission concerned professional valuations for 11 properties destroyed by a natural disaster. According to Niezależna.pl’s information, this shortlist included the house belonging to Tadeusz and Kazimiera W., the parents of Kamila L. (alias W.). Land and mortgage registers indicate that both the land and the building remain officially in their ownership.

The tender documentation instructs appraisers to adopt an owner-friendly approach when estimating losses. The value of the property is to be determined based on its condition on the day preceding the arrival of the flood wave (specifically indicated in the documentation as September 12 and 13, 2024).

As stated in the official guidelines, the value is to be assumed as “corresponding to the most recently announced, before that date, conversion index of the reconstruction cost per 1 m² of usable floor space in residential buildings.” In simple terms, the value of the destroyed houses will not be reduced to account for wear and tear; instead, it will be calculated to cover the cost of reconstructing (rebuilding) the property, thereby ensuring fair compensation.

State-provided apartments for “first on the list”

The conditions of the state buyout have sparked significant controversy when considered alongside the latest information reported yesterday and today by Niezalezna.pl. The portal revealed that at the same time as the State Treasury is preparing to purchase the parents’ house at reconstruction cost, they themselves have been generously provided for by the municipal office, where Kamila L. had also been employed for some time.

Niezależna.pl’s findings indicate that Kamila L. and her parents received two highly attractive social housing apartments from the municipality (despite previously living together in a single unit). The apartments are located in brand-new residential buildings in Kłodzko. It is also striking that Kamila L., later convicted in criminal proceedings, was listed among those awaiting assistance as first on the list. In a register of several dozen beneficiaries, she was one of only two individuals marked with the letter “P,” indicating “flood victim.”
