    EPC Plus programme: deep energy modernisation of residential buildings in Połczyn-Zdrój

    The investment in the energy modernisation of two residential buildings in Połczyn-Zdrój is being carried out as part of the NFOŚiGW pilot programme ‘Renovation with guaranteed EPC (Energy Performance Contract) Plus savings’. The selected contractor for this work is BALTCAP ESCO, which has received PLN 5.4 million in funding from the Modernisation Fund.


    The modernisation works will include the refurbishment and deep energy modernisation of two municipal buildings at 3 Kilińskiego Street and 32 Grunwaldzka Street. The measures include the application of a modern and energy-efficient heating system, the elimination of coal-fired cookers and other actions aimed at achieving energy savings of 60% for both buildings. The entire works are to be completed within a year.

    The mayor of Połczyn-Zdrój, Sebastian Witek, emphasised that maintaining the climate of the old town requires a lot of money and creativity on the part of the local government. That is why participation in the National Fund for Environmental Protection and Water Management’s pilot programme “Renovation with guaranteed EPC (Energy Performance Contract) Plus savings” is an important solution for them. Many buildings in the city have been in need of renovation for a long time, so he welcomes this initiative.

    Maciej Kopański, investment director at BaltCap, emphasised the importance of the project in Połczyn-Zdrój. This is BaltCap’s fifth investment in Poland and part of the National Fund for Environmental Protection and Water Management’s programme to support local authorities and housing communities towards a green transformation. Kopański expressed confidence that, thanks to their experience and cooperation with Połczynskie Przedsiębiorstwo Komunalne, they will be able to successfully complete the investment and improve the living conditions and comfort of the residents of the buildings on Kilińskiego and Grunwaldzka Streets.

    The ‘Renovation with Guaranteed Savings EPC (Energy Performance Contract) Plus’ programme aims to improve air quality and reduce greenhouse gas emissions by investing in the energy efficiency of residential buildings. The budget for the first call under this programme is up to PLN 10 million, and the total programme budget is expected to reach PLN 110 million. The National Fund for Environmental Protection and Water Management will provide grants of between 10 and 30 per cent of eligible costs, depending on the project.

    BaltCap is the largest private equity investor in the Baltics and also operates in Poland and the Nordic countries. The company focuses on investments in projects related to transport modernisation, renewable energy, energy efficiency and local government infrastructure. It currently has four infrastructure projects in Poland and plans to further develop its operations in the country.
