President Takes a Strong Stand. He Will Not Veto the Bill Under One Condition

Head of the Presidential Chancellery (KPRP) Zbigniew Bogucki assured that President Karol Nawrocki will not veto the government’s bill extending the freeze on energy prices if its solutions “protect the wallets of Poles.”

At Tuesday’s meeting, the government will consider, among other things, a draft extending the freeze on energy prices and introducing a heating voucher. This comes in response to Nawrocki’s veto of the amendment to the so-called Wind Farm Act, which—apart from freezing electricity prices—also liberalized rules for onshore wind turbine investments.

When asked on Monday by RMF FM whether Nawrocki would veto the government’s bill again, Bogucki stressed that the president will block regulations that, in his view, are harmful to Poles. “There will be no veto if these are solutions that will protect the wallets of Poles,” Bogucki said.

At the end of August, the president also submitted his own legislative initiative to the Sejm regarding the freezing of electricity prices. At the time, Nawrocki explained that the draft was “literally taken” from the vetoed Wind Farm Act.

Asked whether Nawrocki would be willing to sign the bill if parliament decided to work on the government’s proposal rather than the president’s initiative, Bogucki assessed that “the president does not act the way the government does.” He explained: “If this is a law that protects the interests of Poles, meaning it will be identical to the draft previously submitted by the government and by the president, or very similar, then of course the president will not block such a law.”

Bogucki emphasized that Nawrocki has already signed 31 out of the 38 bills that have reached his desk, including some criticized by various political circles, such as PiS. “So the attempt to create an atmosphere that the president will take offense at someone or do something out of spite, say, to Donald Tusk, is a disastrous misrepresentation of reality,” he said.

The draft prepared by the Ministry of Energy on the heating voucher and amendments to certain other laws provides for the extension, until the end of this year, of the maximum electricity price mechanism for households at the level of 500 PLN/MWh. The draft also introduces a heating voucher, which will be granted based on income criteria. Eligible households will be those with: an income equal to or lower than 3,272.69 PLN (40% of the average wage) in the case of single-person households; or an income equal to or lower than 2,454.52 PLN (30% of the average wage) per person in the case of multi-person households. In addition, such households must use district heating supplied by an energy company and pay more than 170 PLN/GJ for heat.

The amount of the heating voucher will depend on the difference between the single-component heat price in Poland, set at 170 PLN/GJ. The voucher will be granted twice: for the period from July 1, 2025 to December 31, 2025, and for the period from January 1, 2026 to December 31, 2026.

According to current regulations, the energy price freeze mechanism for households will remain in force until September 30, 2025.
