Following Wirtualna Polska’s report on the sale of land crucial for the construction of the Central Communication Port (CPK), former government plenipotentiary for CPK Marcin Horała spoke out. He pointed to the proper actions taken by the previous CPK management, which had tried to block the transaction, and exposed two years of inaction by the current government. Moreover, Horała drew attention to troubling ties between the beneficiary of the deal and Campus Polska, an initiative endorsed by Rafał Trzaskowski.
Wirtualna Polska published an article by Szymon Jadczak today. The report revealed that just before the United Right handed over power, the Ministry of Agriculture led by Robert Telus approved the sale of a 160-hectare plot to the vice president of the company Dawtona. The transaction amounted to PLN 22.8 million, while the value of the land—through which the High-Speed Rail line to CPK is to run—is currently estimated at up to PLN 400 million.
The CPK company, still under the Law and Justice (PiS) government, had raised the alarm and filed motions to the National Agricultural Support Center (KOWR) to block the sale. Despite this, KOWR finalized the transaction.
Horała: “CPK acted properly under our government”
Marcin Horała, PiS MP and former government plenipotentiary for CPK, commented on the issue on the platform X. In a series of points, he presented “aspects of the case that some people seem to miss.”
First, he emphasized that the CPK management acted correctly under his supervision. “CPK acted properly under our government by submitting the necessary motions to block the sale of the plot,” Horała wrote.
Horała also claims that “the plot was in fact sold, even though it should not have been, and the security services should investigate who exactly was responsible.” He suggests that CPK’s objection to the sale might have been concealed from the minister.
It should be added that former Minister of Agriculture Robert Telus, who served in the PiS government, has not yet commented on the matter – although he should clarify all doubts as soon as possible.
Two years of inaction and surprising connections
The former plenipotentiary for CPK points out the astonishing sluggishness of the current administration. As revealed by Szymon Jadczak, the new leadership had known about the matter since December 2023 but filed a notification to the prosecutor’s office only in July 2025, after consulting an external law firm.
Marcin Horała notes that the current government, so eager to “hold PiS accountable,” has taken no action in this particular case. “Amid the entire festival of ‘holding PiS accountable,’ this particular issue has not been addressed by the current government in any way,” the post reads.
Furthermore, the MP points to a simple solution that Donald Tusk’s government failed to implement for nearly two years. “The damage could have been easily prevented – part of the land under the railway line could have been expropriated, and the planned logistics center relocated to another area belonging to CPK, which the neo-CPK has failed to do for two years,” Horała remarked.
However, the most striking element seems to be the final point raised by the former plenipotentiary. According to Marcin Horała, “the main beneficiary in this case is a sponsor of Campus Polska, who supported Rafał Trzaskowski in the last election campaign.”
