The projected state revenues for 2026 amount to 647 billion zlotys, while budget expenditures in 2026 will reach approximately 918.9 billion zlotys. The deficit for 2026 will therefore total 271.7 billion zlotys.
The government has adopted the draft budget for 2026, announced first on Thursday on the X platform by the “minister” of funds and regional policy, Katarzyna Pełczyńska-Nałęcz. In her post, she added that it is a very good budget for housing policy.
Shortly afterward, at a press conference, Finance Minister Andrzej Domański informed that the government had approved the preliminary version of the budget bill for 2026. As he stated, Poland is the fastest-growing large EU economy, and inflation in the country is falling faster than expected. He reported that for 2026, economic growth is forecast at 3.5 percent, with average annual CPI inflation at 3 percent. Wage growth is estimated at 6.4 percent year-on-year.
“The 2026 budget is a budget of security, investment, and support for citizens,” Domański argued.
“The projected state revenues for 2026 amount to 647 billion zlotys. That is nearly 44 billion zlotys more compared to the projected outcome for 2025. This forecast was lowered due to inflation being lower than planned,” said the finance minister.
He indicated that budget expenditures in 2026 will reach about 918.9 billion zlotys.
“The deficit for 2026 will amount to 271.7 billion zlotys, which represents 6.5 percent of GDP,” he emphasized.
“When analyzing debt, it is worth noting that a significant impact on this figure will come from the loan component of the National Recovery Plan, without which the debt would be 3.1 percent lower,” Domański explained.
He added that “the ratio of public debt to GDP will amount to 53.8 percent.” — “This is below the prudential threshold. Without the loan component of the NRP, we are at the level of 49.5 percent,” he declared.
Last year, in the adopted draft budget for 2025, revenues were estimated at 632.6 billion zlotys. The spending limit was set at 921.6 billion zlotys, while the budget deficit was estimated at 289 billion zlotys.
