“The largest pay cut in the history of the Third Republic is coming — endorsed by Donald Tusk. At a time when soaring prices are eating up household budgets and businesses are fighting for survival, the government is throwing yet another obstacle in the path of Polish citizens,” warns PiS MP Mateusz Morawiecki. The politician cautions against the consequences that will follow from the new regulations granting expanded powers to the National Labour Inspectorate (Państwowa Inspekcja Pracy, PIP).

A few weeks ago, the Ministry of Family, Labour and Social Policy presented a draft amendment to the law governing the National Labour Inspectorate, which significantly expands the institution’s authority.
Under the proposed regulations, starting in 2026, PIP inspectors will be able to independently determine that an employment relationship exists between the parties if they conclude that a given person is performing tasks typical of an employee, even if that person is formally hired under a civil contract — such as a mandate contract (umowa zlecenie), a contract for specific work (umowa o dzieło), or B2B cooperation.
PiS MP Mateusz Morawiecki addressed the issue in a post published on the X platform.
“The biggest pay cut in the Third Republic is coming — signed by Donald Tusk! This graphic shows it black and white: a worker may lose even more than 2,000 zloty per month! The amendment to the National Labour Inspectorate Act is an attack on both employees and entrepreneurs!” he stated.
He added that at a moment when “high prices are eating up household budgets and companies are struggling to survive, Tusk’s government is adding yet another burden for Poles: a reduction in employee wages and increased costs for employers.” He attached a detailed infographic to his post showing exactly how much employees’ take-home pay would fall depending on the level of earnings.
In the recording he published, Morawiecki pointed out that with a salary of 10,000 zloty gross per month, the loss would amount to as much as 2,000 zloty.
“That’s not all, because the bill also includes a provision granting the National Labour Inspectorate super-powers — dangerous powers that will allow it to virtually decide at will whether a given contract should be classified as an employment contract or not. Express your opposition!” the PiS MP appealed.
