The End of Starvation-Level Pension Adjustments. The President Proposes the “Dignified Pension” Bill

President Karol Nawrocki has signed the “Dignified Pension” Bill. It introduces changes to the pension indexation system, ensuring that the lowest pensions will increase by at least 150 PLN. “The Polish state cannot abandon people like you,” the president told seniors during a meeting in Sochaczew.

The “Dignified Pension” Proposal by President Nawrocki

During his election campaign, the president announced a plan for a “fair pension indexation” – so that the lowest benefits would increase by at least 150 PLN. On Monday in Sochaczew, Nawrocki signed the Dignified Pension bill, which will now be submitted to the Sejm (the lower house of parliament). “The Polish state cannot abandon people like you. I refer to the years 2011–2014 not to criticize the government or the prime minister, but because, as the President of Poland, I cannot forget that Polish seniors were once offered indexations of 3, 13, or just over 20 PLN. I can never agree to that as President of Poland. You did not elect me as president so that I would fail to be the voice of seniors,” he said.

He also reminded listeners of Donald Tusk’s party’s promises to seniors.

“I remember that in October 2023, among the 100 concrete pledges that brought the current government to power, there was a guarantee of a twice-yearly pension indexation. Today, that promise still appears on the list of 100 pledges, but it has not been fulfilled. I want to tell the government that as President of Poland, I would sign such an indexation,” he emphasized.

He added that “he does not intend to wait.”

“The purpose of the Dignified Pension bill is to ensure that the President of Poland truly serves as the voice of retirees. In this bill, I propose a mixed approach to pension indexation – both percentage-based and fixed-amount. A minimum increase of 150 PLN is guaranteed for those whose percentage increase would not reach that amount,” said the president.

Pension and disability benefits paid by the Social Insurance Institution (ZUS) are indexed annually. According to the Act on Pensions and Disability Benefits from the Social Insurance Fund (FUS), indexation is based on the average annual consumer price index for pensioners’ and disability beneficiaries’ households, which in 2024 amounted to 103.6 percent, and the real increase in the average wage, which reached 9.5 percent.

Currently, the minimum pension in Poland is 1,878.91 PLN gross.
