“Without Kyiv, this agreement cannot be concluded. But also without the supporting states – America, the European Union, Poland”, said the head of the Chancellery of the President of the Republic of Poland (KPRP) Zbigniew Bogucki, referring to the American peace plan for Ukraine. He added that guarantees for the region are also crucial. This echoes the view held by Karol Nawrocki. Meanwhile, in Angola, Donald Tusk is expected to present the “Polish point of view” on the matter. The problem is that the prime minister did not consult it with the president.
Whose Point of View Will Tusk Present?
The portal Axios published on Thursday details of a peace plan negotiated by the United States and Russia. Under this plan, Kyiv would commit, among other things, to not joining NATO, to limiting its armed forces to 600,000 soldiers, and to ceding part of its territory to Russia. In return, Ukraine would receive unprecedented security guarantees from the United States and European countries “at a level comparable to NATO.”
Prime Minister Donald Tusk announced that during Monday’s European Union – African Union summit in Luanda, he will present “the Polish point of view on the matter.”
Asked on Polsat News whether this “point of view” had been consulted with the president, Zbigniew Bogucki replied:
“I have no knowledge that it was consulted, but the president has, one might say, pointed to three fundamental issues that a peace plan should take into account.”
Bogucki: Guarantees for the Entire Region
The first of these – as Bogucki noted – is guarantees for Ukraine and, consequently, for the European region in which Ukraine is located. “Russia does not keep its agreements. (…) If there are no, so to speak, very strong mechanisms to discipline it, it will not keep agreements. That is what the president spoke about”, the head of the Chancellery of the President of the Republic of Poland (KPRP) observed.
Another issue is the need to take into account the position of the Ukrainian authorities.
“Without Kyiv, this agreement cannot be concluded. But also without those who support Kyiv – America, the European Union, Poland”, Bogucki said.
He also stressed that Russia, as the aggressor and the party that launched the attack, “cannot come out of this victorious.”
Only Three Scenarios
In the case of armed conflicts – as the head of the presidential chancellery explained – three scenarios are possible.
“Either the war continues indefinitely, bringing death, suffering, destruction – and that, unfortunately, has been happening in Ukraine for over three years. Or we are dealing with the victory of one of the sides – and here (…) neither Russia nor, unfortunately, Ukraine is winning this conflict, and there are no signs that this will change”, Bogucki said.
“And finally, the third option – the one that has, one might say, been considered for several months primarily at the initiative of the United States – is the conclusion of some form of peace agreement which, whether we like it or not, is always a kind of compromise”, the head of the presidential chancellery added.
“We shall see what the stance of European leaders will be. Undoubtedly, I think that here in Poland we are all on the side of fighting Ukraine”, Bogucki emphasized.
On Monday, in Angola – which is celebrating the 50th anniversary of its independence – the European Union - African Union summit will begin. The leaders of the EU and the African Union (UA) will meet in Angola’s capital, Luanda. The summit will be chaired jointly by Angola’s President Joao Lourenco and the President of the European Council Antonio Costa. The EU will also be represented by the head of the European Commission (KE) Ursula von der Leyen. On Monday, on the sidelines of the summit, a special meeting of all EU heads of state and government will take place. The topic will be the peace plan for Ukraine.
