The District Prosecutor’s Office in Warsaw is conducting two investigations into irregularities in the operation of Southern Hospital, where former Civic Coalition activist Dawid Kacprzyk worked. The doctor could face up to 10 years in prison for causing the hospital to make an unfavorable disposal in an unfavorable manner. The second investigation will cover the hospital’s management board, as well as those responsible for overseeing Southern Hospital at Warsaw City Hall.
The scandal at Warsaw’s Southern Hospital broke after media reports about preferential treatment given to politicians and activists linked to the Civic Coalition. Politicians were reportedly admitted to the hospital emergency department outside the standard queue, much faster than other patients. The hospital was also said to have had a special room described as a “VIP lounge,” where selected individuals could wait for examinations away from the general waiting area.
At the center of the case is doctor and local government official Dawid Kacprzyk, who served as coordinator of the hospital emergency department. Further controversy was sparked by reports of his very high earnings, amounting to around PLN 1.6 million a year. After the matter was revealed, Warsaw authorities ordered an urgent audit of the hospital’s operations. Other institutions, including the National Health Fund, also launched inspections, while the prosecutor’s office also took an interest in the case.
During a press conference, the spokesman for the District Prosecutor’s Office in Warsaw, prosecutor Piotr Skiba, said that four notifications had been submitted concerning irregularities at Southern Hospital.
“Over the past few days, four notifications of suspected criminal offenses have been submitted to the District Prosecutor’s Office in Warsaw. One of them was filed by Southern Hospital, while the other three were submitted by members of the Polish Sejm. These notifications were based mainly on media reports that appeared last week concerning irregularities in the functioning of the hospital. The notification filed by Southern Hospital concerned detailed objections regarding the work of one of the doctors and was supported by documentation relating to his employment and the settlements made by this doctor between January 2025 and June 2026,”
prosecutor Skiba said.
The prosecutor also announced that it had been decided that two separate proceedings would be conducted in the case, and that both had already been initiated.
“The first investigation concerns causing Southern Hospital in Warsaw to make an unfavorable disposal of property in an amount of no less than PLN 558,558, in connection with the submission of unreliable invoices indicating false working hours of the doctor who issued them,”
the prosecutor’s office spokesman emphasized.
He added that the offense carries a prison sentence of between one and 10 years.
The second investigation is to be much broader in scope and concerns mismanagement allegedly committed by those responsible for the hospital’s operation.
“This concerns irregularities and a lack of oversight over the work of, among others, the hospital emergency department, including violations of TRIAGE rules in patient classification, as well as the conclusion of contracts, verification of submitted invoices, and causing payments to be made in inflated amounts based on the invoices submitted,”
prosecutor Skiba said.
“In the second area, we are talking about a failure to fulfill duties by public officials from Warsaw City Hall who, being responsible for supervising this hospital, failed to meet the requirements concerning periodic inspections and verification of the hospital’s functioning,”
he added.
