Government spokesperson Adam Szłapka confirmed that the leaders of the ruling coalition will meet later today. He emphasized that he is not authorized to reveal what the meeting will concern, but assessed that it will address many issues. In the morning, Marshal of the Sejm Włodzimierz Czarzasty said that one of the matters requiring discussion is the situation in the health-care system.
The first to announce the coalition meeting on Tuesday morning was the Speaker of the Sejm and leader of the New Left, Włodzimierz Czarzasty.
At a press conference following the Council of Ministers meeting, Szłapka confirmed that the meeting would indeed take place on Tuesday and that leaders of all parties forming the ruling coalition would participate. “This was not part of the government’s work, so I am not authorized to say what it will concern. I think it will concern many matters,” Szłapka said.
On Tuesday morning on TVN24, Czarzasty said that he requested the coalition meeting now because “there are a few things we need to talk through.” “We have a few issues on which we differ, which is normal, and we need to work through that. We must make a decision regarding the Constitutional Tribunal,” Czarzasty said. He added that the situation in the health-care system also requires discussion.
On Monday, correspondence from the Ministry of Health, sent to the Ministry of Finance—and obtained also by Niezalezna.pl—was revealed. It concerned the National Health Fund’s (NFZ) financial plan for 2025 and 2026, which the finance minister did not approve. In a letter dated October 29, the Health Ministry presented proposals to the Finance Ministry to reduce NFZ costs, assuming savings of nearly 10.4 billion PLN in 2026 and nearly 213 million PLN already in 2025. Additionally, systemic changes were expected to generate another 4.5 billion PLN in 2026. All of these savings would come at the expense of patients.
The Health-Care System Is Sinking
Włodzimierz Czarzasty said that on Monday he spoke with two ministers about this issue. He added that the announcement of cuts in health care will not be accepted by the Left. “We will simply have to discuss this,” he added.
The situation in the health-care system is dramatic. As Niezalezna.pl reported today, the hospital in Ostrołęka has been operating in “emergency mode” since the beginning of December—admitting only patients whose lives are at risk or who require urgent hospitalization. This is due entirely to a lack of funding from the National Health Fund. According to data from the Association of Polish Counties, as of the end of November 2025, county hospitals across the country have a combined total of more than 22 billion PLN in unpaid “over-performances” for the years 2023–2025. The NFZ pays only for the contracted lump sum, and everything above the limit remains unpaid. As a result, dozens of facilities are balancing on the brink of financial collapse.
