President Karol Nawrocki has been cut off from the heads of the special services by Prime Minister Donald Tusk. After weeks of embarrassing situations, the Minister of National Defence, Władysław Kosiniak-Kamysz, together with Tomasz Siemoniak, put forward a proposal to the head of state “to meet jointly with all the heads of the services and present plans for 2026.” “This could have been done right away,” say the President’s aides.
President Karol Nawrocki revealed a month ago that Prime Minister Donald Tusk had decided to ban the heads of the special services from meeting with the President. One of the cancelled meetings was supposed to address the issue of officer nominations – the President did not sign off on the nominations, and Prime Minister Tusk began using this for political struggle, attacking the head of state on social media. As a result, for weeks thereafter the heads of the services had no opportunity to speak with the President.
Suddenly, it turns out that the government side has changed its position, although Prime Minister Tusk himself is not involved.
“Just now, together with Minister Tomasz Siemoniak, we submitted a request to the President of the Republic of Poland, Mr. Karol Nawrocki, to meet jointly with all the heads of the services and present plans for 2026 – budgetary ones, but also those whose information is classified,” Władysław Kosiniak-Kamysz said today at a press conference. “I think it will be very important to talk in a calm atmosphere with those who, on the government’s side, supervise the special services, which fall under certain competencies, and together with the heads of the services present these plans to the President, and also discuss nominations for the first officer rank. We are counting on a positive response from the President,” the Minister of National Defence added.

The proposal was welcomed by the presidential side.
Asked about the request submitted to the President, the spokesperson for the President of the Republic of Poland, Rafał Leśkiewicz, emphasized that he was “pleased with the change in position” of the government side regarding the meeting. “The President will meet in January with Deputy Prime Minister Władysław Kosiniak-Kamysz, the head of the Ministry of National Defence, Minister Tomasz Siemoniak, who oversees the special services, and the heads of the services,” he announced.
“This could have been done right away. It is worth recalling that the President wanted to meet with the heads of the services already several months ago. At that time it was not possible due to the lack of consent from Prime Minister Donald Tusk,” Leśkiewicz noted.
A similar view was expressed by another close associate of President Karol Nawrocki.
“This could have been done from the very beginning. The President was keen to meet with the heads of the services. We remember that he invited the heads of the services to the Presidential Palace. Unfortunately, it was then that Prime Minister Donald Tusk blocked the meeting. If there is such a request today, then of course the meeting will take place, and I think – having spoken with the President about this – that the consistency of the President’s actions is leading to such a meeting, which I believe will happen in January,” Paweł Szefernaker said on the program ‘Ewa Bugała. “The President is in ongoing contact, including on matters of our security, with Prime Minister Kosiniak-Kamysz,” Szefernaker added, noting that since such a request has been made by the ministers, it is important for the meeting to take place.
“At the beginning, Prime Minister Donald Tusk blocked it and the meeting did not occur. Today we have a declaration from the Deputy Prime Minister and the minister overseeing the services that they want to meet and want such a meeting to take place, so such a meeting will certainly take place in January,” declared the Head of the Chancellery of the President of the Republic of Poland.
